The Human Resources Division, within DSHS's Office of the Secretary, is expanding our team. This Human Resource Operations Manager vacancy is available statewide, and a hybrid telework schedule is available for this Seattle, Olympia, Tacoma, or Spokane-based role.

As an HR Operations Manager, you will interact with and manage a 9-person team of Senior HR Business Managers that deliver transactional and consultative HR services to over 17,000 employees and over 2,200 supervisors.

Your HR team works a hybrid and in-person service, who partner with DSHS business units to ensure optimum services are provided to vulnerable clients. Your role is to help your employees succeed in this area by showing respect to both the employee and the procedures that mitigate risk to DSHS.

Some of what you will do

  • Engage, mentor, and manage a team of HR professionals in the delivery of exceptional and valued HR services within one of eight DSHS administrations
  • Provide consultation and interactive training to appointing authorities, senior managers, and front-line supervisors on HR issues, including topics such as appointments, classification, compensation, benefits, hiring, reasonable accommodations, layoff/reversion processes, protected leaves, labor relations and compliance with state and federal employment laws
  • Analyze and report on trends for a variety of HR topics to key administration leadership
  • Advocate the values of equity, diversity, access, and inclusion through action and accountability in policy & procedural implementation
Fast forward 6 months: You are working closely with your team, customers, and other HR partners to understand their business and work processes. While shadowing others, you are beginning to enhance business unit performance and create value for our customers and organizational effectiveness. Your next step will be consultations and offering solutions that require independent decision-making.

Who should apply
  • Professionals with a Bachelors degree* involving major study in human resource management, business, public administration, social or organizational behavioral sciences, or related field
  • And 5 years of professional human resource administration experience defined by working full-time as an HR professional performing human resource functions
  • Emotional Intelligence, as evidenced by a track record of success in building collaborative customer relationships and partnerships
  • Effective & flexible communication with people at all levels of an organization
  • A problem-solver who understands the importance of data and metrics but also thinks creatively and is flexible with their ideas
  • Knowledge of HR Management best practices; Experienced in interpreting WACs, CBAs, and employment laws related to complex HR issues used to make critical decisions in mitigating risk for managers
  • Supervisory experience is preferred, as is the use of MS Office and remote communication tools
  • A master's degree may be substituted for 2 years of experience. Additional equivalent experience may substitute year for year for the degree
