Job Description

Duties

  • Evaluates, develops, and implements software using programming languages and command language.
  • Works with user representatives, analyst staff and security to analyze requests in the formulation of refining systems requirements.
  • Translates systems requirements into application prototypes. Writes, debugs, and maintains code and implements programs or directs others in this phase of work
  • Performs computer programming using several of the following languages: Microsoft .NET, ASP.NET, C#, VB, HTML, JavaScript, COBOL, JCL.
  • Reviews proposals for major projects, special studies or special computer programming requests.
  • Directs the maintenance of all regional software programs used locally, regionally, and nationally.

Qualifications

Applicants must have 52 weeks of specialized experience that has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled and that is typically in or related to the work of the position to be filled.

GS-9: 52 weeks (one year) of specialized experience equivalent to the GS-7 grade level or above independently performing the following tasks: (1) Developing minor modifications to parts of a Web application on the basis of detailed specifications provided, utilizing ASP.NET, C#, Visual Basic, Microsoft SQL Server, use of HTML, JavaScript and/or COBOL/JCL; AND (2) Analyzing interrelationships of pertinent components of a Web application; AND (3) Planning and scoping a Web application development schedule; AND 4) Applying application security protocols and 508 requirements.

GS-11: 52 weeks (one year) of specialized experience equivalent to the GS-9 grade level or above independently performing the following tasks: (1) Developing parts of a Web application based on specifications provided, utilizing ASP.NET, C#, Visual Basic Microsoft SQL Server, use of HTML, JavaScript and/or COBOL/JCL; AND (2) Developing modifications to parts of a Web application that required significant revisions in the logic or techniques used in the original development; AND (3) Applying policy and guidelines during Web application development to meet detailed requirements; AND (4) Applying application security protocols and 508 requirements.

GS-12: 52 weeks (one year) of specialized experience equivalent to the GS-11 grade level or above independently performing the following tasks: (1) Programming Web based applications in ASP.NET, C# and Microsoft SQL Server, use of HTML, Visual Basic, JavaScript and/or COBOL/JCL; (2) Reviewing proposals for major projects and application programming requests and determining feasibility of such projects; AND (3) Performing studies and advising management on the merits of proposed applications; AND (4) Developing procedures and techniques to perform security and 508 audits on a variety of application development activities; AND (5) Applying standard practices employed by programmers in order to anticipate programming difficulties in alternate design strategies.

In addition to the above, applicants must also have IT related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Performs standard technical duties accurately and independently while assessing and managing risks. Works with team leads, supervisors, and managers to determine the appropriate principles, practices, timeframes, and methods to apply to complex IT assignments. Researches IT trends and patterns to recommend new policies and practices to management.

2. Customer Service - Provides technical advice, guidance, and recommendations to management, users, and other technical specialists. Develops and maintains relationships with customers who have diverse needs. Anticipates and assesses problems to tailor solutions, products, or services to meet customer needs.

3. Oral Communication - Collaborates with individuals or groups with varying levels of IT competencies to reach an agreement on policy, programs, systems and innovations. Communicates, explains, and defends moderately complex ideas or information clearly and adapts to the audience's level of knowledge.

4. Problem Solving - Uses logic to independently identify solutions for routine to moderately complex IT issues. Anticipates problems, evaluates data, identifies potential vulnerabilities, and formulates solutions.

Education

For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.

For GS-12: Education is not creditable at the GS-12 grade level.

Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
